Budget Proposal – Homeless Housing, Assistance and Prevention Program (HHAP)

The legislature’s budget includes $350 million for the Homeless Housing, Assistance and Prevention Program (HHAP) which was established in the FY 2019-20 state budget. The HHAP funding formula requires jurisdictions to dedicate a minimum of 8% to addressing homelessness among youth. To learn more about HHAP, follow this LINK.

While HHAP was included by the Legislature, it was not included in the Governor’s proposed budget.

  • Thank you for your leadership during this crisis, and all you have done to prioritize homelessness in California. I am calling to request your support for $350 million for the Homeless Housing, Assistance and Prevention Program with 8% of funding set-aside to address youth homelessness.
  • While Project Roomkey has been an effective public health intervention, we know that homelessness cannot be solved with a one-size-fits-all solution: We need a range of lasting, evidence-based interventions that will keep people housed.
  • While Project Roomkey has been an effective strategy to get vulnerable homeless adults sheltered, youth are not being served through Project Roomkey, nor through our federally funded homelessness response system: We need a homelessness approach that will address the needs of our young people so they do not join the ranks of the chronically homeless adult population.
  • The COVID-19 crisis has only made matters worse: Transition-age youth are some of the first laid off from their jobs, youth homelessness is increasing and waiting lists for the handful of housing programs serving youth are growing.
  • The approach of a youth set-aside has been an effective tool for addressing youth homelessness: Let’s continue to build on the infrastructure to serve youth that was established with the Homeless Emergency Aid Program.
