Homeless Housing, Assistance & Prevention Program (HHAP) Fact Sheets

The Homeless Housing, Assistance, and Prevention (HHAP) Program was established in 2019 to address California’s homelessness crisis. HHAP was funded with one-time state budget investments of $650 million in 2019-20 (AB 101) and $300 million in 2020-21 (AB 83), with a requirement that at least 8% ($52 M and $24 M, respectively) be dedicated to addressing youth homelessness. HHAP is administered by the Homeless Coordinating and Financing Council (HCFC) within the California Business, Consumer Services and Housing Agency which provides local jurisdictions with one-time grant funds to support regional coordination and expand or develop local capacity to address immediate homelessness challenges.
