Eligibility for THP-NMD & THP-Plus Program

THP-NMD

Because THP-NMD (formerly known as THP+FC) is a foster care placement for non-minor dependents, eligibility for THP-NMD is aligned with eligibility for extended foster care:

  • Be between the ages of 18 and 21.

  • Have an order for foster care placement on his/her 18th birthday.

  • Continue under the jurisdiction of the juvenile court as a dependent, ward or under transition jurisdiction.

  • Agree to the following by signing the Mutual Agreement:

    To live in an approved or licensed placement (such as THP+FC), meet monthly with his/her social worker or probation officer, and participate in 6-month review hearings.

  • Meet one of five participation conditions.

THP-Plus

Eligibility for THP-Plus is set in statute as follows:

  • Youth are at least 18 years of age and not more than 24 years of age.*

  • Youth must have exited from the foster care system (includes out-of-home probation) on or after his or her 18th birthday.

  • Youth may not have previously received services through THP-Plus for more than a total of 24 months, whether or not consecutive.*

  • Youth must enter into a Transitional Independent Living Plan (TILP), reviewed annually.

*a county may, at its option, extend THP-Plus to a former foster youth not more than 25 years of age, and for a total of 36 months if they are completing secondary education or a program leading to an equivalent credential, or enrolled in an institution that provides post-secondary education.
